They sent out several copies of this coloring book to several supporters (mostly the white ones) of the Black Panther Party hoping to put a damper on the growing number of supporters they amassed at the time. 
This was part of the efforts carried out by the U.S. government to actively disrupt, infiltrate, and sometimes totally destroy political movements, which it continues to do to this day.  Look up COINTELPRO; it’s all there.
